Luis Osvaldo Diego Garcia, a 24-year-old man from Veracruz, Mexico, went missing on November 23, 1996, in Ontario, California. He had been working at a rice noodle factory, Rama Foods, where undocumented immigrants were employed under difficult conditions. Luis had confronted his employer, Woravit "Kim" Mektrakarn, about unpaid wages and had threatened to report him to labor authorities unless he was paid $5,000. Mektrakarn agreed to a partial payment, but Luis disappeared the same day he was supposed to collect the remainder of the money.
Suspicion quickly fell on Mektrakarn, who was seen with Garcia on the day of his disappearance. Investigations revealed concerning evidence, including blood traces found in the factory office and a subsequent discovery of Luis's abandoned car in Los Angeles. Mektrakarn fled the country before he could be held accountable. In 2003, after blood tests confirmed the presence of Garcia's DNA at the crime scene, Mektrakarn was formally charged with murder, though he is believed to have escaped to Thailand, where he remains at large. Despite ongoing efforts, Luis Garcia's remains have never been found.
