In the late summer of 2015, concerns began to grow for the well-being of 50-year-old Roy Lee Welch of Oakdale, Tennessee. His sister reported that her last contact with him was on August 28, 2015. Family members had last seen him in person on that same day, when they gathered in Oakdale for his mother's funeral.
