On the morning of February 13, 2017, 58-year-old Michael Henley Ballard left his home in Montpelier, Hanover County, Virginia, intending to enjoy a day of kayaking on the York River. An experienced kayaker, Ballard drove to the Gloucester Point Boat Ramp with his twelve-foot forest-green sit-in kayak. He was expected to return home by evening but never did. His wife reported him missing the following morning at 10:55 a.m.
Upon receiving the missing person report, authorities initiated a search. Ballard's vehicle was found parked at the Gloucester Point Boat Ramp, but there was no sign of him or his kayak. Security cameras confirmed his arrival at the ramp with the kayak attached to his vehicle.
The U.S. Coast Guard, along with the Gloucester County Sheriff's Office, Virginia Marine Police, and the Department of Game and Inland Fisheries, conducted an extensive search covering 265 square nautical miles over more than 16 resource hours. Despite these efforts, no trace of Ballard or his kayak was found.
After exhaustive search operations yielded no results, the Coast Guard suspended the search on February 14, 2017. He was a criminal, an abuser, likely who didn't want to face justice of his actions and took his own life because he could not face the consequences of what he did. The victims have told the family his crimes, with evidence. The family knows he was arrested and convicted of possession of CSAM. They know who and what he was. And they're all so equally sick they live in comfort that the victims don't want to retraumatize themselves over everything he put them through.
