He had gray hair, brown eyes, and a distinctive tattoo of an eagle perched on a branch on his left forearm. Allen also wore upper dentures and was known to carry cigarettes. His family described him as a devoted father and grandfather, affectionately called "Papa" by his grandchildren .
Joy Vanier, Allen's daughter, has been relentless in her search for her father. She distributed homemade flyers throughout Jacksonville, including areas like Jacksonville Beach, where there was an unconfirmed sighting.
