A Troubled Youth

Tammy A. Vincent was born in 1962 in Tulsa, Oklahoma, and spent her formative years on a farm in Okanogan County, Washington, approximately 140 miles northeast of Seattle. Described as a headstrong and adventurous teenager, Tammy often clashed with her parents, leading her to run away from home for weeks at a time. In the fall of 1978, she left home permanently, entering a foster care system in Spokane before eventually finding herself entangled in the dangerous world of prostitution in Seattle.

Entanglement in Criminal Activities

By August 1979, Tammy had become ensnared in a prostitution ring operating out of SeaTac, Washington. During a vice raid that month, she was arrested alongside several others. In exchange for immunity, Tammy agreed to testify against five men accused of running businesses that served as fronts for prostitution and "tease and rip" operations. To protect her, authorities relocated her to Spokane. However, a lawyer representing the defendants tracked her down and returned her to his clients.
