Background and Incident Context

On May 27, 2000, 19‑year‑old Richard W. Buckman, Jr., a White male standing approximately 6′1″–6′2″ tall and weighing 180–190 lb with black hair and brown eyes, vanished from a boat off the coast of Portland, Maine. He was aboard a recreational vessel returning to shore near Boon Island—a notorious rock outcrop off the Maine coast—when the craft capsized in rough seas .

The tragedy occurred during the boat’s return trip. Accounts indicate that two passengers managed to reach shore, but Buckman and fellow passenger Jason Power were last seen struggling and were never recovered.
