The decedent was an unidentified Hispanic female who appeared to be a Mexican National between the approximate age of 16-25 years old. On the morning hours of 11/26/2022 a panga style boat with multiple persons was observed in the Pacific Ocean off the Imperial Beach shore. The boat was witnessed to overturn, and a nearby resident saw the overturned boat and persons in the ocean and contacted 911 for assistance.
