On Sunday August 12, 1973, at approximately 1:30pm, a fisherman went to re-fuel his outboard boat motor when he discovered an infant wrapped in a piece of paper mill felt within one (1) to three (3) feet of water, near a boat slip / boathouse. This area was located off the High Falls Flowage (Peshtigo River) near Twin Bridge, off County Road X in the Town of Stephenson, Marinette County, Wisconsin.
