The subject was found by two adolescent males behind a building in Hunters Point Shipyard. They reported their find later that day to Lieutenant Larry Samuels of Cal State Security who then notified military officials. Lieutenant Albert Spencer USN then turned jurisdiction over to Office of the Chief Medical Examiner.
