Richard Lyle Evans was a 56-year-old White male living alone in an apartment in San Diego, California. His death came to the attention of authorities on February 22, 2020, when a foul odor originating from his residence prompted neighbors to express their concerns to the apartment complex manager. Despite attempts by the manager to contact Evans by knocking on his door, there was no response. Subsequently, the manager called 9-1-1 to request a welfare check.
