On September 4, 2018, the body of Judith Kaye Ballard was discovered in her apartment in El Paso, Texas. The decedent was identified as having faced homelessness in the past but had been residing in the apartment for roughly one month before she passed away. Despite the modest stability she had seemingly found, her untimely death unfolded yet another layer of complexity and mystery, as no immediate next of kin (NOK) came forward to claim her body or manage her affairs.
