In the pre-dawn hours of March 28, 2019, William Albert Manning was walking along Paseo Montril in Rancho Penasquitos, a neighborhood in San Diego, California, when he was tragically struck by a vehicle. Emergency services were immediately called to the scene and responded promptly. Manning was transported to the Scripps Memorial Hospital La Jolla Emergency Department for urgent medical evaluation.
