Andre Teodoro Blanco, a 57-year-old homeless man, became a point of procedural and compassionate concern following his untimely demise on the streets of downtown San Diego, California. On the morning of October 19, 2021, Blanco was discovered unresponsive by passersby who promptly alerted emergency services.
