In the late autumn of 2022, the life of a vibrant and promising young woman, Hallie Elizabeth Phillips, was tragically cut short. A 20-year-old female student at the University of Missouri, she was deeply passionate about animal science, a love that was especially evident in her affinity for horses and her accomplishments as a barrel racer. Those who knew her described a vivacious spirit with an infectious smile, a loving daughter, sister, and a loyal friend.
Hallie was born on January 17, 2002, in Jefferson City and was a 2020 graduate of Blair Oaks High School.
On a Tuesday in November, Hallie was with her live-in boyfriend, 25-year-old Joshua Wilbers, near Taos, a community close to Jefferson City. Wilbers had recently acquired a. 22-caliber rifle and was planning to go outside to fire it. According to his account to law enforcement, he removed the magazine and cycled the bolt action at least twice to ensure the chamber was empty. He stated that Hallie had asked him a question about the firing pin. As he looked down at the firearm and pulled the trigger, it discharged, striking Hallie in the face.
Emergency services responded, and Hallie was airlifted to the University of Missouri Hospital in Columbia. Despite the efforts of medical professionals, she succumbed to her injuries about 90 minutes after the shooting on November 29, 2022. In the wake of her devastating passing, her family made the decision for Hallie to give the gift of life through organ donation, a final act of generosity that was in keeping with her character.
Joshua Wilbers was subsequently arrested and faced legal proceedings for his role in Hallie's death. He was charged with first-degree involuntary manslaughter. In a bench trial, where a judge rather than a jury determines the verdict, Cole County Judge Jon Beetem presided over the case. After hearing five hours of testimony, the court found Wilbers guilty. The conviction, a class C felony, carries a potential sentence of up to ten years in prison. An October sentencing date was set to determine the final outcome for the man responsible for the untimely death of Hallie Phillips. In her memory, the Hallie Phillips Memorial Fund was established at the University of Missouri to provide scholarships for female students pursuing studies in animal science.
