James Leroy Biggs, a 47-year-old Virginia State Police sergeant, tragically lost his life on December 19, 1984, during a routine traffic stop at a rest area on Interstate 64 in Alleghany County, Virginia. The incident occurred just two miles from the West Virginia border. Sergeant Biggs had served with the Virginia State Police for 18 years and was well-respected in his community.
