In the quiet community of Pipers Gap in Carroll County, Virginia, the life of 29-year-old Kevin Heath Frazier was tragically cut short on the evening of October 9, 2013. Deputies from the Carroll County Sheriff's Office were called to a residence on Rippey Hollow Road around 8:55 p.m. for what was initially reported as an accidental shooting. Upon their arrival, they discovered Frazier deceased from a gunshot wound.
Investigators from both the Carroll County Sheriff's Office and the
Virginia State Police Bureau of Criminal Investigations worked together on the case. Their investigation at the scene led to the recovery of a 9 mm handgun. The initial report of an accident soon gave way to a criminal investigation, culminating in charges against Whitney Lee Isom.
On December 9, 2013, a direct indictment was issued for Isom, charging her with second-degree murder and the use of a firearm in the commission of a felony. Five days later, on December 14, she turned herself in to the Carroll County Sheriff's Office.
Ultimately, the case did not go to a full trial on the initial charges. In a Carroll County Circuit Court hearing, Whitney Lee Isom accepted a plea bargain. She pleaded guilty to an amended charge of involuntary manslaughter in the shooting death of Kevin Heath Frazier. Under the terms of the plea agreement, she faced a maximum sentence of 10 years in prison and a fine. A pre-sentencing hearing was scheduled for January 7, 2015.
