In the line of duty, Orange Police Officer Joyce Anne Carnegie, an African-American female, was shot and killed on April 8, 1999. Having served with the department for four years, she became the first female officer to be killed in the line of duty in Essex County and the second in the state of New Jersey. On that fateful day, she had stopped a man for questioning near the intersection of North Day Street and Freeway Drive West. The individual she stopped was a suspect in two recent muggings that had occurred just minutes before their encounter.
As Officer Carnegie approached the man, he drew a TEC-9 9mm pistol and shot her before she had the chance to draw her own weapon. Despite wearing a protective vest, she sustained fatal wounds to her head and abdomen. A federal agent who happened to be in the vicinity discovered her next to her patrol car. The investigation into her death initially led to the arrest of another individual, who was later exonerated.
The actual perpetrator, identified as 25-year-old Condell Woodson, was subsequently arrested. Woodson, who had a criminal record that included robbery and drug charges, pleaded guilty to the murder of Officer Carnegie. On June 30, 1999, he was sentenced to life in prison without the possibility of parole. In recognition of her ultimate sacrifice, Joyce Anne Carnegie was posthumously promoted to the rank of Inspector on October 7, 2008.
