On a Saturday evening in mid-February 2019, Frankie Foster, a 38-year-old male welder from Tulsa, sat in a car with his girlfriend in the parking lot of the Normandy Apartments, a midtown complex near 41st Street and Interstate 44. What began as an ordinary night in a familiar parking lot would, within minutes, become one of Tulsa's early homicides of the year, a sudden eruption of gunfire shattering the small, quiet space they shared.
