On a fateful Friday, November 25, 1977, the life of a 27-year-old White male named Thomas R. Kiefer was tragically cut short in Milwaukee, Wisconsin. A dedicated police officer with the Milwaukee Police Department for about six years, Kiefer was responding to a domestic disturbance call with his partner, a routine part of his duties that would end in a sudden and violent confrontation.
