In the early hours of a Sunday morning in Tacoma, Washington, the life of a young man was tragically cut short. Charles "Chucky" Williams, a 19-year-old Black / African American male from nearby University Place, had been at a memorial party at a dance hall. At approximately 1:25 a.m. on March 23, 2014, just after leaving the event, he found himself in the midst of a large altercation at the intersection of 6th Avenue and Fife Street.
