In the early morning hours of May 24, 2021, a fatal encounter unfolded at the Colonial Garden apartments in Lake Stevens, Washington, ending the life of 35-year-old Terrance Moore, a Black / African American male. The events leading up to the shooting involved Moore and his roommate, Emmanuel Perez, who had reportedly been drinking and using drugs for fourteen hours prior to the incident.
