On the morning of June 13, 2007, a tragic series of events unfolded in Clay City, Kentucky, involving the town's law enforcement leadership. Randy Lacy, a 55-year-old white male and the beloved Chief of the Clay City Police Department, was on duty when he responded to a report of an intoxicated driver.
