On the morning of June 13, 2007, a tragic series of events unfolded in Clay City, Kentucky, involving the town's law enforcement leadership. Randy Lacy, a 55-year-old white male and the beloved Chief of the Clay City Police Department, was on duty when he responded to a report of an intoxicated driver. He located the suspect, 37-year-old Jamie Barnett, and placed him under arrest for driving under the influence. Lacy, who was known throughout the community for his compassionate and trusting nature, often treated those he arrested with a degree of leniency if he was familiar with them. In this instance, he made the fatal decision to handcuff Barnett with his hands positioned in front of his body rather than behind his back, a deviation from standard procedure that he sometimes afforded to local residents he knew.
While transporting Barnett to the Powell County Detention Center in his police cruiser, the situation inside the vehicle turned deadly. Barnett, seated in the back, managed to gain access to a secondary firearm that had been stored in the front cabin of the vehicle. Reports indicated the weapon may have been kept between the seats or on the passenger seat and became accessible to Barnett through the partition or by sliding under the seat. As they traveled down the highway, Barnett fired a single shot through the partition, striking Chief Lacy in the back of the head. The cruiser subsequently veered off the road, crashing into a street sign and coming to rest in a ditch.
Witnesses who saw the crash rushed to the scene, initially believing it was a traffic accident. They discovered Lacy slumped over the steering wheel, unresponsive, while Barnett kicked out the rear window of the cruiser and attempted to flee the area on foot. Bystanders and responding officers, including Lacy’s own brother who served as a sheriff's deputy, quickly apprehended Barnett. Lacy was pronounced dead at the scene, ending a twenty-two-year career in law enforcement and leaving the small community of Clay City in shock.
Jamie Barnett was arrested and charged with murder for the killing of Chief Lacy. During his trial in July 2008, the defense argued that Barnett did not intend to kill the officer, attributing his actions to severe intoxication from a combination of alcohol, cocaine, and prescription anti-anxiety medication. The prosecution sought a conviction for intentional murder, which could have carried the death penalty. After deliberating, the jury returned a guilty verdict on the lesser charge of wanton murder, accepting the argument that the act was not premeditated but rather a result of extreme indifference to human life. Barnett was subsequently sentenced to life in prison.
