In the quiet community of Cowan, near Whitesburg, Kentucky, a distressing discovery unfolded on a Wednesday morning in June. A 911 hang-up call to the Kentucky State Police just before 11:30 a.m. prompted a trooper to be dispatched to a residence on KY 931 South. Inside the home, a grim scene awaited the officer, the bodies of a man and a woman who had been in a long-term relationship.
The deceased were identified as 56-year-old Debbie Renee Foss and 55-year-old Ronald Frazier.
Both had suffered fatal gunshot wounds. The Letcher County Deputy Coroner pronounced both individuals dead at the scene.
