In the Payne-Phalen neighborhood of Saint Paul, Minnesota, a young Hispanic/Latino man's life was cut short in a fatal shooting. On the afternoon of October 13, 2020, at approximately 1:30 pm, 20-year-old Izavier Migo Zay Olguin was shot on the 900 block of Forest Street North.
