In the heart of Washington, D.C., the life of Sylvia R. Fraiser, a 53-year-old Black woman, was tragically cut short on the morning of September 16, 2013. A dedicated and beloved information assurance manager for the Naval Sea Systems Command, she was among the twelve innocent victims of a horrific mass shooting that unfolded at the Washington Navy Yard.
