In the afternoon hours of February 27, 2019, a burst of gunfire shattered the quiet of a Columbia Heights neighborhood in Northwest Washington, D.C. When the sound of the shots faded, 23-year-old Jamal Kwame Crump, a Black male, was left lying in an alley in the 1300 block of Monroe Street NW, suffering from gunshot wounds. Metropolitan Police Department officers responded to the scene at approximately 2:40 p.m. and found Crump, who was pronounced dead at a local hospital shortly thereafter.
