In the early morning hours of a Monday in the spring of 2022, a life was tragically cut short amidst the urban landscape of Washington, D.C. Emmanuel Lys, a 32-year-old man of Haitian descent, was found deceased on May 23rd inside a tent at a homeless encampment on the median strip of Thomas Circle, a bustling downtown hub.
