John Jacoby, a 47-year-old White male, was a familiar and friendly face to many in the town of Windsor, Colorado, where he had lived his entire life. Often seen riding his bicycle with a small trailer attached, he was affectionately known by some as the 'unofficial mayor of Windsor.'
