On a cold February day in 1994, the town of Paxton, Massachusetts, lost its Police Chief, Robert Mortell, a 38-year-old White male, in a fatal shooting. The events leading to his death began with a series of break-ins in the neighboring town of Holden. Three men, Michael Souza, Jamie Richards, and Kenneth Padgett, after committing two burglaries, found themselves in a difficult situation when the van they had stolen got stuck in a snowbank.
Their desperation escalated, leading them to carjack a Department of Public Works truck at gunpoint, which also became stuck in the snow.
As law enforcement closed in, the trio fled into the nearby woods and separated. Chief Mortell, responding to the call for assistance with his police dog, spotted the suspects and pursued them into the wooded area. It was there that he confronted one of the men, Michael Souza. An exchange of gunfire ensued, and Mortell was tragically shot and killed. He was a husband and a father to three young children.
In the aftermath, all three suspects were apprehended. Michael Souza, the man who fired the fatal shots, was convicted of first-degree murder and sentenced to life in prison without the possibility of parole. Jamie Richards and Kenneth Padgett were both convicted of second-degree murder. Richards became eligible for parole after serving 15 years and has had parole hearings, though the Worcester County District Attorney has opposed his release. Padgett was also sentenced for his role in the crimes that led to the chief's death. After serving decades in prison and being denied parole multiple times, he was eventually granted parole.
