In the Creston-Kenilworth neighborhood of southeast Portland, a dispute over a parking space on November 23, 2022, tragically escalated, ending the life of 46-year-old Raja Raphael McCallister. The Black / African American male was a resident of the Cora Park Apartments, where the fatal encounter occurred. The conflict began when McCallister confronted Teddy Wayne Hall, Sr. about his use of a parking space.

The argument, which took place in the apartment complex's parking lot, turned deadly when Hall drew a gun and shot McCallister four times. Eyewitnesses and video footage of the incident confirmed that McCallister was unarmed and did not physically assault or threaten Hall before the shooting. Despite the efforts of first responders, McCallister succumbed to multiple gunshot wounds and was pronounced dead at the scene.

A few hours after the shooting, authorities located and arrested Teddy Wayne Hall, Sr. During interviews with law enforcement, Hall admitted that McCallister was not armed and had not physically threatened him, but claimed he felt threatened. Hall was subsequently charged in connection with the murder.

Ultimately, Teddy Wayne Hall, Sr. pleaded guilty to Manslaughter in the First Degree, Unlawful Use of a Weapon with a Firearm, and Felon in Possession of a Firearm. A Multnomah County Circuit Court judge sentenced him to 240 months in prison for the shooting death of Raja McCallister.
