Martel J. Howard, also known as "Telly," was a 24-year-old man who was fatally shot on January 21, 2016, in the West Garfield Park neighborhood of Chicago. The incident took place during a period of increasing violence in the city, particularly in neighborhoods that were already struggling with high crime rates and socioeconomic challenges.
