On the evening of November 7, 1979, Philip S. Kesner, a 23-year-old Caucasian male, was tragically killed in Moundsville, West Virginia. An off-duty West Virginia State Trooper, he was driving with his wife near the formidable stone walls of the West Virginia State Penitentiary when a chaotic scene unfolded.
