In the late afternoon of August 27, 2018, the quiet town of LuVerne, Iowa, was unsettled by a discovery at the home of 54-year-old Randy Page. A White / Caucasian male, Page was found unresponsive on the floor of his garage by his wife, who immediately called for help around 5:30 p.m. When law enforcement arrived at the residence at 202 Hanna Avenue, they found Page with a significant amount of blood, and it was soon apparent he had been the victim of a violent crime.
Investigators located four 9-millimeter bullet casings near his body, indicating a shooting had taken place. An autopsy would later confirm that Randy Page died from multiple gunshot wounds to his chest, back, and head.
The investigation quickly zeroed in on a suspect, 60-year-old Jeffery Lynn Winters of Livermore, who was reportedly a friend of Page. Neighbors provided crucial information, with some recalling hearing four to five gunshots. One neighbor saw a man matching Winters' description at the Page residence, while another witnessed a vehicle similar to Winters' 2005 Ford Explorer speeding away from the scene. City surveillance footage from 5:03 p.m. that evening captured an older model silver Ford Explorer, consistent with Winters' vehicle, leaving the area. Further investigation revealed that Winters and Page had exchanged text messages in the hours leading up to the shooting.
Jeffery Lynn Winters was arrested the following day, just after 9 p.m., in Mason City. During questioning, he was vague about his recent activities but did admit to being at Page's house the day of the murder. A search of Winters' home did not turn up the murder weapon, though an empty handgun holster was found. A key piece of evidence emerged when a 9mm bullet was discovered in the driveway of a friend's house where Winters had parked his vehicle.
In October 2019, Jeffery Lynn Winters stood trial for the murder of Randy Page. Prosecutors presented evidence that included cell phone records of the text exchange between the two men and witness testimony. The defense did not call any witnesses. After nearly six hours of deliberation, the jury found Winters guilty of first-degree murder. He was later sentenced to life in prison. Despite the conviction, the firearm used to kill Randy Page was never recovered.
