In a quiet neighborhood in Hartford, Connecticut, the life of 30-year-old Lilliana Restrepo was tragically cut short on March 17, 2015. A Hispanic female from the neighboring town of Wethersfield, she was found inside an apartment on Congress Street, the victim of a fatal shooting.
