In the early morning hours of February 22, 2020, a dispute that began inside Elizabeth's Bar and Restaurant in Bloomfield, Connecticut, tragically escalated, spilling out into the parking lot and ending the life of 42-year-old Franklin Arthur Kane Spencer, a Black male.
