Jeff L. Haynes, male, served as the town marshal of Monticello, Arkansas. On Christmas Day, December 25, 1890, he confronted a man who had been drunk and harassing townspeople that morning. Haynes ordered the man to go home; in response the man threatened him. Haynes continued his rounds, and around 2:00 p.m., while he was downtown on Main Street, the same man confronted him again. After a brief exchange of words, the assailant drew a Colt revolver and shot Haynes, killing him instantly.
