In the early morning hours of Halloween in 2014, a scene initially perceived as a routine traffic accident on the corner of 12th and Cherry streets in Pine Bluff, Arkansas, would soon reveal a more sinister story. Police officers were dispatched to the location just after 12:30 a.m. to find a white Buick Rendezvous that had collided with a water hydrant and a utility pole. Inside the vehicle was 57-year-old Claudell Turner, a male resident of the city.
