In the early morning hours of June 6, 2015, the life of Rodrikques Montreal Lipkins, a 34-year-old Black man, was tragically cut short in North Little Rock, Arkansas. Police responded to a 911 call just before 5:30 a.m. reporting shots fired in the 1000 block of North E Street. Upon their arrival, they discovered Lipkins lying in the driveway of a residence, suffering from at least one gunshot wound.
