On the night of Monday, February 1, 2021, a sense of dread unfolded on a stretch of Arkansas Highway 367 in rural Pulaski County. Twenty-six-year-old Jermaine Kelley, a male resident of Maumelle, was riding as a passenger in a car driven by his friend, Jamarcus Battle. As they traveled south, another vehicle began to pursue them.
