On February 5, 1925, Officer William Hazelton "Haze" Burch, aged 40, was on patrol near 8th Street and Jefferson Street in Phoenix, Arizona, when he encountered two men siphoning gasoline from a car. Unbeknownst to him, these individuals were fugitives wanted for the murders of Deputy Joseph Morgan in Texas and Officer Charles Wilson in Montana.
