On the evening of April 28, 2024, at approximately 8:37 p.m., Austin Police Department (APD) officers responded to reports of gunfire at The Villas Del Sol apartments, located in the 1700 block of Rutland Drive in North Austin. Upon arrival, they discovered 39-year-old Lowen Alberto Ordonez Lobo suffering from apparent gunshot wounds. Despite immediate life-saving efforts by emergency responders, Lobo was pronounced deceased at the scene at around 8:49 p.m.
In the subsequent investigation, APD's Homicide Unit, in collaboration with the U.S. Marshals Lone Star Fugitive Task Force, identified and apprehended three individuals connected to what was revealed to be a murder-for-hire plot. On May 9, 2024, authorities arrested 22-year-old Jairo Enrique Velasquez-Lopez, identified as the getaway driver, in the 800 block of East Rundberg Lane. Following this, on May 13, 20-year-old Giovany Perdomo, also known as "Pero," alleged to be the shooter, was detained in the 6500 block of Bluff Springs Road. The following day, May 14, 32-year-old Nixon Marquez-Martinez, accused of orchestrating the murder, was arrested in the 2800 block of Wells Branch Parkway.
According to court documents, Marquez-Martinez allegedly hired Perdomo and Velasquez-Lopez to carry out the murder of Lobo, offering payment for their involvement. All three suspects were subsequently booked into the Travis County Jail, each facing charges related to the homicide. This case marked Austin's 18th homicide investigation of 2024.
