The shooting was part of an incident involving Ralph Mendez, Jr., a member of the Latin Dragon Nation street gang. Mendez, Jr., and others targeted individuals whom they suspected were rival gang members or associates. During the attack, Mendez fired more than 15 shots, resulting in the death of Mike Whitford and injuries to another victim, who was shot in the neck.

had been a member of the Latin Dragon Nation since around 2014 and was involved in multiple violent crimes, including other shootings and gang-related activities such as drug and firearms trafficking. On the day of the shooting, Mendez, Jr. and his accomplices traveled from Hammond, Indiana, to Chicago in a stolen vehicle, intending to target suspected rivals. The murder of Mike Whitford was part of Mendez's larger pattern of violent gang activities over several years.
Law enforcement agencies, including the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and multiple local police departments, collaborated on the investigation. This coordinated effort eventually led to Mendez, Jr.'s arrest and prosecution. He was sentenced to 510 months (approximately 42.5 years) in federal prison for racketeering activities, including responsibility for the deaths of Mike Whitford and another victim, as well as multiple other violent acts. The sentence was intended to serve as a stern warning against gang violence and illegal activity in the community.
