On the night of May 24, 2023, 15-year-old Randy Mills, a student at Roxborough High School in Philadelphia, was fatally shot while riding a SEPTA Route 23 bus along Germantown Avenue. The incident occurred around 10:50 p.m. According to surveillance footage, a male suspect wearing a hooded sweatshirt, jacket, and a mask boarded the bus and engaged in a verbal altercation with Mills. The confrontation escalated, leading the suspect to draw a handgun and shoot Mills in the chest. The assailant then fled the scene on foot.

The bus driver, a 52-year-old woman, acted swiftly by ducking and opening the bus doors upon hearing the gunfire, allowing the suspect to exit. Eight passengers were present during the incident. Responding officers found Mills unresponsive in the bus aisle and transported him to Albert Einstein Medical Center, where he was pronounced dead.

In the aftermath of the shooting, Philadelphia police released surveillance footage of the suspect and a person of interest who appeared to have interacted with the victim's belongings before leaving the bus. Authorities offered a $20,000 reward for information leading to an arrest and conviction.

By July 2024, police identified 31-year-old Haneef Ali as the suspect in Mills' murder. Ali is accused of shooting Mills during an argument on the SEPTA bus. As of that time, he remained at large, with authorities continuing their efforts to apprehend him.

Randy Mills' death marked another tragic loss for Roxborough High School, which had previously mourned the loss of students to gun violence. The Philadelphia School District extended condolences to Mills' family and friends, condemning the ongoing gun violence affecting the city's youth. Grief counselors were made available to support students and staff in coping with the tragedy.
