In the quiet community of Winchester, Virginia, the life of 40-year-old Pamela Marie Lowande, a White female, was tragically cut short on April 20, 2023. On that Thursday morning, deputies from the Frederick County Sheriff's Office were dispatched to a residence on Fromans Road in the western part of the county following a 9-1-1 call about individuals with gunshot wounds. Inside the home, they discovered the bodies of Lowande and her coworker, 49-year-old Joshua Daniel Carter.
Both had been fatally shot in what investigators believed to be a targeted attack.
The investigation into the double homicide continued for several months. On July 6, 2023, the Frederick County Sheriff's Office announced a significant development in the case with the arrest of Jason Matthew William Bowen of Cross Junction, Virginia. Bowen, a former coworker of both Lowande and Carter, was taken into custody and charged with two counts of second-degree murder. Authorities described the killings as a 'brutal slaying.' Following his arrest, Bowen was held without bond at the Northwestern Regional Adult Detention Center to await trial.
Pamela Lowande was born on June 9, 1982, in Newark, New York. A veteran of the United States Air Force, she served for eight years, attaining the rank of Staff Sergeant with deployments to Iraq, South Korea, and Saudi Arabia. She later earned a Master of Arts in Security Management from the American Military University and, at the time of her death, was employed as a Training Coordinator for Working Dogs at MSA. A memorial service was held for her on May 6, 2023, at the Paul L. Murphy & Sons Funeral Home in Newark, New York. She was remembered as an attendee of the Victory Church Assembly of God in Winchester.
