Devin Jakobi Ramsey, a 23-year-old resident of North Charleston, South Carolina, tragically lost his life on Christmas Eve, December 24, 2023. The incident occurred in the parking lot of the Windsor Hill Apartment Complex, located on Windsor Hill Boulevard in North Charleston.
