On the evening of December 24, 2023, a violent incident occurred in North Charleston, South Carolina, resulting in the death of Devin Jakobi Ramsey, a 23-year-old Black / African American male. Officers from the North Charleston Police Department responded to a call regarding a shooting around 8:00 p.m. in the vicinity of Windsor Hill Boulevard. Upon arriving at the Windsor Hill Apartments, first responders discovered Ramsey unresponsive inside a vehicle.
He had suffered a fatal gunshot wound and was pronounced deceased at the scene, launching a homicide investigation into the events that transpired on that Christmas Eve.
Ramsey was known to his loved ones as a "Gentle Giant" and was pursuing higher education as a full-time student at Florida Palms University at the time of his passing. The investigation by local authorities indicated that the shooting may have stemmed from an attempted robbery. As detectives worked through the evidence, they began to identify individuals believed to be responsible for the slaying.
In the months following the shooting, police apprehended two juvenile suspects in connection with the case. The first arrest occurred on January 8, 2024, when a 16-year-old male was taken into custody and charged with murder and attempted robbery. Continued investigative efforts led to a second arrest on February 16, 2024, involving a 15-year-old male who faced identical charges of murder and attempted armed robbery. Due to the suspects being minors, their names were withheld from public release, and they were placed in detention facilities as the judicial process moved forward.
