Responding to a welfare check at Rum River Central Park, authorities from the Anoka County Sheriff's Office and Ramsey Police Department came upon a parked SUV near a playground. Inside the vehicle, they found the bodies of 33-year-old Jessica Linette Frank and her 9-year-old daughter, Solara Rea Frank.
Her 4-year-old White son, Laiken Lea Frank, was also in the SUV, gravely injured. First responders rushed the young boy to a nearby hospital, but he was later pronounced dead.
