In the quiet evening hours of Thursday, January 18, 2024, the community of LaPlace, Louisiana, was disturbed by the sound of gunshots. Responding to these reports at approximately 8:30 p.m., deputies from the St. John the Baptist Parish Sheriff's Office arrived in the area of Captain G. Bourgeois Street to find a grim scene. Inside a vehicle, they discovered 36-year-old Kenneth Ray Payne, a Black male from Baker, Louisiana, suffering from multiple gunshot wounds.
