On a summer evening in Salem, Oregon, the life of a 34-year-old White / Caucasian man, Steven Michael Hill, was cut short. On July 1, 2023, at around 7:00 p.m., passersby discovered Hill on a sidewalk at the intersection of Northeast Silverton Road and 17th Street, near the Oregon State Fairgrounds. He was suffering from a gunshot wound. Both bystanders and police officers attempted to provide medical aid, but paramedics pronounced him deceased at the scene shortly after their arrival.
The Salem Police Department's Violent Crimes Unit immediately launched a homicide investigation, closing off the area for several hours to process the crime scene.
In the weeks following the shooting, authorities worked to identify a suspect. The investigation led them to 19-year-old Michael Ray Solis. A significant break in the case came after Solis was involved in a fight at the St. Paul Rodeo on July 4, 2023. During this altercation, a gun fell from his pants, which was recovered by police. Ballistic testing confirmed that this was the weapon used in Hill's death. More than two weeks after the fatal shooting, Salem police detectives arrested Solis. He was subsequently indicted by a Marion County grand jury on charges of second-degree murder and multiple weapons-related offenses. Investigators later revealed that the two men did not know each other, but the shooting was gang-related; Solis was affiliated with the 18th Street gang, and Hill was associated with a rival Native American gang.
The legal proceedings concluded with Michael R. Solis, then 21, accepting a plea deal. He pleaded guilty to first-degree manslaughter and unlawful use of a weapon. This resolution was reportedly reached at the request of Hill's family, who prioritized a guaranteed conviction. A Marion County Circuit Judge sentenced Solis to 25 years in prison, consisting of 20 years for manslaughter and a consecutive five-year term for the weapon charge, without the possibility of parole. Solis was booked into the Marion County Jail, where he had been held since his arrest.
