On March 16, 2024, a tragic incident occurred in Macomb, Illinois, resulting in the death of 4-year-old Terrell Marshawn Miller. The incident began when Macomb Police Officers responded to multiple 911 calls for an active domestic violence incident at an apartment in the 900 block of North Charles. Upon arrival, officers found blood in the common area and heard screams for help coming from inside the apartment. After announcing their presence and forcibly gaining entry, they discovered a 36-year-old female occupant, later identified as Keianna Miller, Terrell's mother, who had numerous visible injuries and was bleeding from over 20 stab wounds. She was removed from the apartment and received medical attention.
During the incident, officers encountered a male suspect, identified as 57-year-old Anthony T. George, who was armed with a knife. Despite multiple commands to drop the weapon, George refused to comply. He briefly disappeared from the officers' view, then returned holding Terrell as a hostage, with a knife around the child's throat and another around his waist. Fearing for their safety, a Macomb Police officer discharged one round from their duty weapon, which fatally struck both George and Terrell.
The Illinois State Police conducted an investigation, reviewing body-worn camera video, evidence, witness interviews, and autopsy reports. On July 23, 2024, the State’s Attorney, Matt Kwacala, announced that there was no basis for criminal action or prosecution against any of the law enforcement officers involved in the incident. This decision was met with dismay from Keianna Miller and her legal team, who believe the police officer acted recklessly and not within standard guidelines for the use of deadly force.
The community in Macomb gathered for a candlelight vigil on March 21, 2024, to pay their respects to Terrell. The vigil included music, a balloon release, and fireworks, with many expressing their grief and calling for answers and justice. Keianna Miller and her legal team have expressed their intention to pursue civil remedies and hold the Macomb Police Department accountable for Terrell's death.
The Macomb Police Department has initiated an internal investigation into the use of deadly force and plans to release the body camera video of the incident after consulting with the victims' families. The case continues to be a subject of public and familial concern, with ongoing calls for a re-evaluation of the decision not to charge the police officer involved.
