On a summer morning in Washington, D.C., tragedy struck in the Washington Highlands neighborhood. On Friday, July 28, 2023, 56-year-old Charles Haywood Luster Jr., a male resident of Southeast, D.C., was shot and killed. The incident occurred around 11:47 a.m. in the 4200 block of 6th Street, Southeast.
